Clinsera was founded by Dr Irfan Ullah, a DHA-licensed physician and the Medical Director of an operating Dubai clinic. The consultancy exists because of a pattern he kept seeing from the inside: facilities designed by people who had never been inspected, licensed by people who had never treated a patient, and built by contractors who found out what the standard was only when the inspector arrived.
The team around him closes the other half of that gap. Our regulatory specialists include people who have worked within the Dubai Health Authority — assessing applications, reviewing submissions and inspecting facilities. They know how a file is read before it is approved, which is a different skill from knowing what the guideline says.
Six facilities have been delivered to date, across Jumeirah Lake Towers, Downtown, Business Bay and Jumeirah Beach Residence — aesthetic and multi-service clinics, a medical training institute carrying a KHDA educational permit, a home healthcare provider and a beauty salon. All in premium locations, because that is the standard of finish the practice is built around.

Licensing, architecture, MEP, fit-out, equipment and the compliance work afterwards sit under one contract — so there is no gap for a problem to fall into, and nobody to point at when one does.
The DHA Health Facility Guidelines set out room data sheets, corridor dimensions, infection-control surfaces and engineering requirements in detail. Designing to them from the first drawing costs nothing. Discovering them at inspection costs months.
A licence renews annually, staff licences renew on their own cycles, and amendments trigger their own inspections. Most clients move onto a compliance retainer, because the alternative is remembering all of it themselves.
