Clinic setup in Dubai, from licence application to final inspection
We license, design, build and equip medical facilities in Dubai. The practice is led by a DHA-licensed physician and Medical Director, and our regulatory team includes people who have worked inside the Dubai Health Authority itself.

01 — The problem
Three vendors, three timelines, and nobody owns the inspection
Most clinic projects in Dubai run on three separate contracts. A licensing consultant files the paperwork. An interior company draws something attractive. A contractor builds it. Each signs off on their own scope, and the gaps between them are where the months disappear.
The gaps are specific. Drawings get produced before anyone checks them against the DHA Health Facility Guidelines, so the corridor comes back at 1500mm when an outpatient facility needs 1850mm. Procedure rooms get an open-joint suspended ceiling, which fails infection control. Medical gas routing is added after the ceiling is closed.
Every one of those is a rebuild, not a revision — and every rebuild is rent paid on a clinic that is not yet open.
02 — Who you are working with
We have been on both sides of the inspection
Clinsera is led by a practising DHA-licensed physician who holds a Medical Director role, and our regulatory team includes former Dubai Health Authority personnel — people who have assessed submissions and walked facilities from the authority’s side of the table.
That changes what advice is worth. Knowing the guideline is one thing. Knowing how a submission is actually read, which omissions generate a query, and what an inspector looks at in the first ten minutes is a different kind of knowledge, and it is not written down anywhere.

04 — Why Clinsera
Why clients choose us
Regulatory knowledge from the inside
A DHA-licensed doctor leads the practice, and the regulatory team includes people who previously worked at the authority. Between them, they have seen submissions from both sides — which is why our advice tends to be shorter and more specific than most.
Designed to pass first time
Sealed wipeable flooring, coved skirting at wall-to-floor junctions, clean and dirty workflow separation, flush ceilings in procedure rooms. We build to Part D rather than correcting to it after a failed inspection.
Premium interiors that comply
Our clinics look like hospitality spaces and pass as medical facilities. Those two things are only in conflict when the detailing is done by someone who does not know the standard.
05 — The market
Dubai is licensing more facilities every year
Demand is not the constraint in this market. The regulatory bar is what decides who opens on schedule and who spends an extra six months paying rent on an empty unit.

06 — Process
How a clinic gets built
01
Consultation and feasibility
Service mix, budget, and a realistic view of what the project actually requires.
02
Location and licence category
Assessing units against catchment, and against whether the building can physically host a compliant clinic.
03
Initial approval
Company formation, trade licence, and the DHA business case demonstrating service need and viability — written by people who have read these from the assessing side.
04
Design and drawing approval
Schematic and detailed submissions through Sheryan, with Municipality and Civil Defence running in parallel.
05
Fit-out, MEP and equipment
Building exactly what was approved, with equipment installed and commissioned before inspection, not after.
06
Final inspection and opening
Mock inspection first, findings closed with evidence, then the DHA visit itself.
